ILLEGAL CONNECTION OF WATER SERVICE POLICY
The Water Works and Sewer Board of the City of Prichard adopted the following policy regarding illegal connections of water in its service areas. All illegal connections are subject to arrest and further penalties for any destruction of property belonging to The Water Works and Sewer Board of the City of Prichard.
Police report to be filed by a representative of The Water Works and Sewer Board of the City of Prichard.
Illegal Connection of Water Service Fees:
- 1st Offense – $525.00
- 2nd Offense – $787.50
- 3rd. Offense – $1,050.00 (water will be disconnected at the “main”)
All illegal connection fees shall be charged in addition to the minimum billing for each month of illegal service usage. No special payment arrangements to be made – all fees to be paid up front before restoration of service.
When an illegal connection is discovered, it will be immediately called in and noted in the system as an illegal connection. The date the illegal connection was found, action taken and worker who reported it shall be noted in the system. Failure to report any illegal connections of water service by employees will be grounds for disciplinary action.
Whenever the account indicates that an illegal connection has been found, the service is denied until the fee(s) are paid or cleared by the appropriate supervisor. If the illegal connection is cleared, a detailed explanation shall be rendered by the supervisor clearing it, and a copy forwarded to the Board of Directors.
If an illegal connection has been pulled and the same tenant comes in to sign for service, the appropriate action will be taken as stated above.
If an illegal connection has been pulled while a previous tenant was occupying the residence and a new tenant (who did not reside in the residence at time of illegal connection) is applying for service, and the new lease agreement indicates that this tenant could not have been there when the illegal connection was found, there will be no charges to the new customer. All leases presented must have the contact information for the Landlord or Manager of property, in order to verify the authenticity of the lease.
